Bill aims at enhancing oversight on hospital mergers in Pennsylvania

In Harrisburg, Senator Michele Brooks, chair of the Senate Health & Human Services Committee, has amended House Bill 2344 to enhance oversight on hospital acquisitions and major consolidations. The amendment comes in response to 15 hospital closures in Pennsylvania over the past five years, most of which followed changes in ownership through mergers or acquisitions.

Current legislation limits the scope of review by the Attorney General’s Office before such deals occur and does not mandate notification. "I have seen firsthand in my district the need for additional oversight when hospitals are acquired or consolidated," Brooks stated. She expressed hope that the new legislation would prevent situations like those faced by Sharon Regional Hospital from negatively impacting communities and healthcare providers.

The proposed amendment would require hospitals and health systems to notify state authorities and provide documentation for mergers and acquisitions exceeding $10 million, aligning with federal standards. "There are so many communities that have been challenged with their hospitals closing or being downsized," Brooks said, noting a rise in for-profit health system deals that may not ensure long-term access to quality healthcare.

Brooks is advocating for Meadville Medical Center's acquisition of Sharon Regional Hospital due to their commitment to community service. She emphasized the importance of having current property owners release properties in a way that benefits local communities.

House Bill 2344 was unanimously passed by the committee and will proceed to the full Senate for further consideration.
