Reps Kelly & Foster reintroduce MATCH IT Act aiming to streamline health care

U.S. Representatives Mike Kelly and Bill Foster have reintroduced the Patient Matching and Transparency in Certified Health IT (MATCH IT) Act of 2025. This bipartisan legislation aims to enhance patient safety and privacy by reducing patient misidentification and improving interoperability without adding burdens to healthcare providers and systems. The act seeks to standardize patients' demographic data in certified health IT products and establish an anonymous, voluntary system for measuring patient match rates across the healthcare ecosystem.

In previous Congressional sessions, similar amendments introduced by Reps. Kelly and Foster were passed by voice vote in the House of Representatives.

Rep. Kelly emphasized the risks associated with patient misidentification, stating that it leads to unnecessary expenses, medical mistakes, and even deaths. He noted that this legislation would improve interoperability between healthcare systems while protecting patient privacy. "I want to thank Rep. Foster for joining me on this critical legislation that will improve both patient care and patient outcomes," he said.

Rep. Foster highlighted the potential impact of the legislation on reducing instances of misidentification that result in thousands of unnecessary deaths annually in the U.S., promoting interoperability of patient matching systems to protect patients and reduce burdens on healthcare providers.

Maria Caban Alizondo from AHIMA commended Reps. Kelly and Foster for their leadership in protecting patient safety through improved matching rates, privacy, care quality, and cost reduction within the healthcare ecosystem.

Russ Branzell from CHIME supported the act as a crucial step toward establishing standards for patient matching that enhance safety, privacy, efficiency, interoperability, error reduction, and integrity within American healthcare.

Ryan Smith from Intermountain Health expressed support for ensuring accurate connections between patients and their electronic health data as foundational to safety and privacy. He noted current challenges posed by identification issues despite Congress's focus on interoperability.

Patient misidentification remains a significant challenge within U.S. healthcare due to inaccurate matches leading to repeated tests or errors costing millions annually at hospitals nationwide while increasing privacy violations through overlaid records under HIPAA regulations—posing risks such as receiving treatment meant for another patient's condition instead.

The MATCH IT Act proposes creating an industry-standard definition for "patient match rate."
