Legislation introduced to study East Palestine train derailment's long-term health impact

U.S. Representative Mike Kelly has co-sponsored the East Palestine Health Impact Monitoring Act of 2025, a bill designed to fund a study on the long-term health effects resulting from the 2023 train derailment in East Palestine, Ohio. The derailment raised concerns due to the release of hazardous chemicals into the environment.

Following the incident, Rep. Kelly engaged with local officials in Lawrence County, Pennsylvania, which is close to East Palestine. He supported expanding environmental testing for residents near the crash site. "Like their neighbors in East Palestine, Lawrence County residents deserve to have the peace of mind that their long-term health will not be impacted by the train derailment two years ago," Kelly stated.

The legislation was introduced by Congressman Dave Joyce and other Ohio representatives earlier this month. "The community of East Palestine and the surrounding areas are still suffering from the train derailment and resulting contamination from thousands of gallons of toxic chemicals," said Joyce. He emphasized that more research is needed to address ongoing health concerns.

Congresswoman Marcy Kaptur highlighted the importance of monitoring human health impacts: “More than two years later...it is imperative that we continue to monitor the human health impacts.” She expressed commitment to ensuring accountability and supporting affected communities.

Congresswoman Emilia Sykes also voiced support for addressing residents' health concerns: “Of all the concerns I’ve heard from residents whose lives were devastated by Norfolk Southern, the most common questions were about their long-term health.”

Congressman Michael Rulli noted ongoing fears among constituents about potential health effects: “After speaking directly with my constituents, one thing is clear — fears about long-term health impacts are real and persistent.”

Michael Oakes from Case Western Reserve University advocated for a comprehensive study: “A longitudinal comparative study on human health effects is the best way to answer these questions."

The bill proposes funding through fiscal years 2025-2029 for a study conducted by higher education institutions under a grant or contract awarded by HHS. Results would be reported to relevant Senate and House committees.

On February 3, 2023, a Norfolk Southern train carrying hazardous materials derailed in East Palestine, raising safety concerns among residents regarding potential long-term health impacts.
